Water Sector Competency Model

WEF Member Advisory:
‘Work for Water’ Campaign & Call to Action

April 13, 2010 - The Water Environment Federation (WEF) and the American Water Works Association (AWWA) have joined forces on a public outreach campaign that will enhance the image of water careers and encourage students and job seekers to “Work for Water.”

The campaign will promote water careers as both professionally fulfilling and aligned to the greatest public health and environmental cause of our day. The outreach will also address one of the water community’s top concerns in the coming decade—the expected retirement of 30% of the water workforce and the need to recruit new talent to the field.

One of the primary resources of the Work for Water effort is a Web-based clearinghouse that provides a gateway to the many recruiting and retention resources already available throughout North America. The campaign will ultimately include a suite of outreach resources for promoting water careers to high school and vocational school students, college students, second career and retired military job seekers, and others.

The campaign’s Web site —www.WorkforWater.org—will officially launch in May 2010. It will highlight efforts such as H2Opportunity!, created by the Georgia Association of Water Professionals, and BAYWORK in California. It will also include tools such as the Water Sector Competency Model, that was jointly released by WEF, AWWA, the U.S. Department of Labor and U.S. Environmental Protection Agency last November. The competency model defines the necessary knowledge, skills, and abilities for prospective water professionals and encourages careers in the water sector.

DISTRICT SUPERINTENDENT

IOWA GREAT LAKES SANITARY DISTRICT

DICKINSON COUNTY, IOWA

Job Title: District Superintendent

Reports To: Board of Trustees

FLSA Status: Exempt

Location: Milford, IA

Summary

Provide administrative support to the Board of Trustees (Board) of the Iowa Great Lakes Sanitary District (District) and manage all District operations to efficiently achieve wastewater collection and treatment objectives in line with governmental regulations and Board policies.

Essential Duties and Responsibilities

Capital Improvement Project Planning, Financing, and Oversight

  • Guide the maintenance, improvements, and expansions of the wastewater collection and treatment system within the District’s long-range plan of enabling further growth of the Lakes area, protecting public health, and preserving the outstanding water quality of the Iowa Great Lakes and Milford Creek.

  • Work with engineers, developers, and other interested parties to coordinate and direct the growth of the system.

  • Work with city and county officials to coordinate growth plans and engineering projects. Provide information as required and ensure proper relations with regulatory agencies, local, state and national.

  • Project near- and long-term maintenance, improvement and expansion needs of the District and lead finance planning for these projects.

  • Research funding possibilities, prepare grant applications, and prepare ordinances and resolution for Board approval.

Operations Management

  • Direct the operations of the District’s wastewater collection and treatment facilities. Work through subordinates to ensure proper achievement of operating objectives with efficient utilization of manpower and equipment.

  • Prepare annual operating and capital budgets for Board approval, administer expenditures within budget, ensure proper cash flow and invest idle funds.

  • Project manpower needs, recommend staffing levels and compensation. Provide for necessary training and ensure proper utilization and supervision of all employees. Appoint, discharge, discipline, promote, or suspend based on merit and fitness.

  • Maintain compliance with regulatory requirements.

  • Must be available in case of emergency, on an on-call basis.

Board Activities and Community Relations

  • Schedule and coordinate Board meetings, prepare agendas and supporting material, participate in discussion and provide technical input and recommendations as requested; prepare Board minutes and records; implement Board decisions and directives.

  • As requested by the Board, provide background information and input to assist the Board in making consistent and fair adjudication of public policy, particularly in situations where limited precedence exists.

  • As the “face” and primary point of contact of the Sanitary District, communicate effectively and consistently with District customers, news media, and employees. Follow-up to ensure prompt response to complaints or problems; work with community groups.

Relationship to Others

Reports to the Board. Supervises Plant Superintendent, Collection System Superintendent, and Executive Secretary/Office Manager.

Education, Experience, and Other Requirements

  • Broad technical understanding of wastewater collection and treatment systems and processes.

  • Knowledge of regulatory agencies and regulations related to wastewater collection and treatment.

  • Administrative and supervisory skills.

  • Financial exposure that includes managing a budget, using accounting systems, and fund management.

  • Interpersonal and public relations skills, including the ability to communicate effectively with employees, the public, and the Board

  • Bachelor’s degree in science, engineering or related field.

  • Must reside within the service area of the Sanitary District.

  • Basic skills in MS Office software and general office equipment.

Language Skills

Must be able to communicate effectively, both verbally and in writing, with various types of customers, employees, managers, and vendors. Must be able to read and interpret documents, operating and maintenance instructions, and procedure manuals. Must have ability to write reports and correspondence.

Reasoning Ability

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, electronic, diagram, or schedule form.

Certificates, Licenses, and Registrations

The employee must maintain a valid driver’s license and must be capable of driving/operating a motor vehicle.

Physical Demands

While performing the duties of this job, the employee is required to sit for prolonged periods of time, stand, walk, talk, hear, and reach with hands or arms. Hand eye coordination is necessary to operate computers and other office equipment. The employee is also required to kneel, crouch, bend and lift/move up to 30 pounds.
